Consultancy to develop a Five-Year Strategic Plan for East African Wild Life Society

Background
The East African Wild Life Society (EAWLS) is a membership based organization registered in Kenya under the NGO Act of Kenya of 1990. It was founded in 1961. The Mission of the Society is to advocate and collaborate on the safeguarding and sustainable management of East Africa's natural resources.

As a Society, we share a vision where East African nations’ economic, social and ecological considerations are integrated into all development programmes and agenda; where sustainable livelihood benefits are experienced by people; where nature and natural resources are conserved and that the beauty, richness and diversity of our environment is maintained and enjoyed by all. To achieve this vision we work to promote the conservation and wise use of the environment, particularly in; forests and water catchment, marine and coastal areas, wetlands, and species programme areas, by advocating for rational policies and appropriate resource management regimes, in conjunction with promoting best practice and good natural resource governance. The Society hosts the secretariats of the Kenya Forests Working (KFWG), Kenya Wetlands Forum (KWF) and Kenya Wildlife Conservation Forum (KWCF).

In pursuit of our mission and vision, we seek to be guided by strategically developed objectives and values that enable us to remain relevant and focussed. Consequently, we are therefore able, in a timely and responsive manner, to address both short and long term challenges at work and gradually achieve our institutional aspirations within the precincts of our mandate of conservation and promotion of sustainable management of natural resources.

It is against this background that we are seeking technical support in coming up with a new strategic plan for the 2013 – 2018 period for the institution, EAWLS.

The Overall Objective of the Consultancy
The overall objective of the assignment is to facilitate the development of new 2013-2018 strategic plan to guide EAWLS’ work.
Scope of the Work
Familiarization with EAWLS and its existing programmes, including review of organisational and strategic documents, programme reports and programme/project reports.

a. Carry out an in-depth analysis of the success of various strategies in natural resources management in similar environment
b. Consult relevant stakeholders to seek effective strategies that deliver impact at minimum cost
c. Facilitate consultative forums with staff and relevant stakeholders to discuss the relevant and effective strategies for the identified period
d. Conduct a situation analysis preferably using PESTEL model on the governance in the country and in the region to aid in developing the future scenarios, identify Strengths, Weakness, Opportunities and Threats (SWOT)
e. Develop Vision, Mission, Values and Objectives
f. Formulate the strategy that will guide implementation of the programmes
g. Formulate the Objectives and expected outputs of the programme in the relevant strategic priority areas for achieving desired outputs with broad activities
h. Incorporate all comments made by staff and stakeholders Key Outputs of the Consultancy

The key output of this assignment will be a draft EAWLS 2013-2018 strategic plan.
Timeframe
The consultant should begin work on 1st February 2013 and complete it by the end of March
2013.
The consultancy should include the following tasks:

a. Preparatory, desk review and consultations with EAWLS
b. Consultations with staff, EAWLS Council, members and partners
c. Planning and holding of meetings/workshops in Nairobi
d. Analysis of findings and consultations with EAWLS
e. Preparation of a framework, strategy and action plan for developing a first draft of strategic plan
f. Revisions/incorporation of comments
g. Submission of final draft

Qualification and required Skills and Competencies of the consultant

1. A post graduate degree in planning, social sciences, natural resource management, business, or any other relevant field
2. A minimum of 5 years experience in strategic planning formulation and management through a profile indicating previous and current clients
3. Experience in conducting and facilitating similar strategic planning processes with NGOs
4. Knowledge and experience of using participatory approaches through innovative facilitation techniques
5. Strong communications skills (oral, written and presentation skills among others).
